How to Merge PDFs on Windows for Free โ€” 3 Methods

Unlike Mac, Windows does not have a built-in PDF merging tool โ€” Adobe Acrobat is required for native merging, and that costs a subscription. The good news is there are excellent free alternatives that work just as well, with no software installation required.

Method 1 โ€” Browser-Based Tool (Recommended, No Install)

The fastest and most private method โ€” works in any browser, processes files locally on your PC, nothing uploaded anywhere.

  1. Open flipfiles.io/pdf-merger.html in Edge, Chrome or Firefox
  2. Drag your PDF files into the upload area, or click to browse
  3. Use the up/down arrows to set the order you want
  4. Click Merge PDFs
  5. Click Download โ€” the merged PDF saves to your Downloads folder

Why this works well on Windows: No installation, works on Windows 10 and 11, no Microsoft account required, and your files never leave your PC.

Method 2 โ€” Microsoft Print to PDF (Workaround)

A lesser-known trick: Windows' built-in "Print to PDF" can combine PDFs if you open them in a PDF reader and print all pages from multiple documents to a single new PDF โ€” though this requires opening each file and selecting print ranges carefully. This method is fiddly and the browser-based tool (Method 1) is significantly easier for most users.

Method 3 โ€” Free Desktop Software (PDF24)

If you prefer a permanent desktop application that works offline:

  1. Download PDF24 Creator (free, no account required)
  2. Install โ€” it adds a "PDF24" tools hub to your Start Menu
  3. Open the Merge tool
  4. Drag your PDFs into the window
  5. Arrange order and click Merge

Advantage: Works completely offline once installed, useful if you regularly merge PDFs without internet access.

Disadvantage: Requires installation and occasional update prompts.

Common Windows PDF Merging Problems

  • "File is open in another program" error: Close any PDF reader windows showing the file before merging
  • Files merge in wrong order: Use the reorder arrows before clicking Merge โ€” order matters
  • Merged file is huge: This is normal โ€” merging combines file sizes. Compress afterwards with our PDF Compressor
  • Some pages are sideways after merging: Use our Rotate PDF tool to fix orientation on specific pages

Right-Click Context Menu Method (After Installing PDF24)

Once PDF24 is installed, you can select multiple PDF files in File Explorer, right-click, and choose "Merge files in PDF24" directly from the context menu โ€” useful for quick merges without opening the full application.

Best Choice for Most Windows Users

For occasional merging โ€” the browser-based tool (Method 1) is faster, requires no installation, and keeps your files completely private on your own PC. For frequent daily use with offline access, PDF24 Creator (Method 3) is worth the one-time install.
