This has been exploited in various ways: stickers placed over legitimate QR codes (on parking meters, restaurant menus, posters) that redirect to a different, malicious destination; QR codes in unsolicited emails or messages claiming to be from a delivery service, bank, or other organisation; and QR codes printed on flyers or signage in public places with no way to verify who placed them. In all these cases, decoding the code first — to see the actual destination URL — before scanning it normally with a phone (which would typically open the link immediately) adds a layer of verification that's otherwise missing.
Once you've decoded a QR code and can see the URL it contains, a few things are worth checking before deciding whether it's legitimate. The domain name itself — does it match the organisation you'd expect (a code on a parking meter should point to that city's or company's actual parking domain, not an unrelated or unusual-looking domain)? Are there unusual characters or misspellings designed to look similar to a legitimate domain at a glance (a common phishing technique)? Does the URL use HTTPS, and does the overall structure look like a normal web address rather than an unusually long string of random characters? None of these checks are foolproof on their own, but together they help distinguish an obviously suspicious link from one that's worth proceeding with cautiously.
